Is this SEO?

No. SEO takes months and a prayer. This is Google's pay-per-lead program — once you're verified, you're eligible for the top spots immediately. Reviews and responsiveness decide how often you show.

Why not just run Facebook ads?

Facebook interrupts people who weren't thinking about plumbing. This catches people typing "plumber near me" with water on the floor. For service trades, search intent wins. Ads have their place — later, for remodel work.
